2025 Call for Proposals for Research and Development Projects in Artificial Intelligence and Other Dual-Use Technologies and Their Integration into Value Chains

The call aims to support projects falling under the category of 'experimental development.'

The Public Business Entity Red.es publishes this call with the purpose of selecting, under a competitive procedure, the beneficiaries of the grants to finance "the development of strategic areas of business R&D&I and technological entrepreneurship. Among other actions, it includes those that address technological development and entrepreneurship in response to societal challenges, in such a way that they promote the development of the knowledge and technologies necessary to address and seek solutions to complex problems associated with these challenges, incorporating for this purpose research, technological development, and innovation in a broad sense."

The actions to be carried out by Red.es within the framework of the Call will be financed under the Multi-Regional Operational Programme of Spain, European Regional Development Fund (ERDF) for the 2021–2027 programming period. Specifically, under Political Objective 1: “A more competitive and smarter Europe by promoting innovative and smart economic transformation and regional ICT connectivity,” Specific Objective 1.2: “Harnessing the benefits of digitalisation for citizens, companies, research organisations, and public administrations.”

Only projects that include at least one of the following types will be financed:

  1. Creation of prototypes
  2. Implementation of pilots
  3. Testing and validation of new or improved products, processes, or services in environments representative of real operating conditions

Eligible projects must consist of experimental development projects in the following technological areas:

  1. AI technologies, such as high-performance computing, cloud and edge computing, data analytics technologies, computer vision, language processing, machine learning, object recognition
  2. Advanced connectivity, navigation, and digital technologies
  3. Cybersecurity technologies and security systems
  4. Internet of Things and virtual reality
  5. Advanced sensing technologies
  6. Space technologies
  7. Robotics and autonomous systems
  8. Advanced materials and manufacturing technologies

Eligible projects must be developed for application in any productive sector except healthcare activities.

The total maximum amount of the grants amounts to one hundred and thirty million euros (€130,000,000). The distribution of the grant budget will be by regions as follows:

  • Less developed (Andalusia, Castilla-La Mancha, Extremadura, Autonomous City of Ceuta and Autonomous City of Melilla): €43,000,000
  • In transition (Principality of Asturias, Balearic Islands, Canary Islands, Cantabria, Castilla y León, Valencian Community, Galicia, Region of Murcia, and La Rioja): €40,000,000
  • More developed (Aragon, Catalonia, Chartered Community of Navarre, Community of Madrid, and Basque Country): €47,000,000

Aid intensities for eligible expenses will be distributed as follows:

  1. Small enterprise
  • In experimental development phase: 45%
  • In experimental development phase with wide dissemination of results: 60%
  • In experimental development phase and carried out in one of the less developed regions or in the
  • Autonomous Community of the Canary Islands: 60%
  1. Medium-sized enterprise
  • In experimental development phase: 35%
  • In experimental development phase with wide dissemination of results: 50%
  • In experimental development phase and carried out in one of the less developed regions or in the
  • Autonomous Community of the Canary Islands: 50%
  1. Other enterprises
  • In experimental development phase: 25%
  • In experimental development phase with wide dissemination of results: 40%
  • In experimental development phase and carried out in one of the less developed regions or in the
  • Autonomous Community of the Canary Islands: 40%

Technology-based companies that promote research, technological development, and innovation in the broadest sense to address societal challenges.

Requirements

Its regulation is established in Article Six of the Regulatory Bases and in Section Three of the Call.

The beneficiaries of these grants may be companies, according to the definition of company in Article 1 of Annex I, and in Sections 2 and 24 of Article 2 of Commission Regulation (EU) No. 651/2014 of 17 June 2014. Additionally, they must meet the following requirements:

  • Have their tax domicile located in Spanish territory, or have a tax residence or a permanent establishment in Spanish territory in accordance with the provisions of Royal Legislative Decree 5/2004, of 5 March, which approves the revised text of the Non-Resident Income Tax Law.
  • Not be subject to any of the prohibitions set out in Article 13.2 of Law 38/2003, of 17 November, General Subsidies Law.
  • Not be subject to a pending recovery order following a previous decision of the European Commission declaring an aid illegal and incompatible with the internal market.
  • Not be considered an undertaking in difficulty as defined in Article 2.18 of Regulation (EU) No. 651/2014 of 17 June 2014, and as defined in the Community Guidelines on State Aid for Rescuing and Restructuring Non-Financial Undertakings in Difficulty (2014/C 249/01) (Official Journal No. 244 of 31 July 2014).
  • Not be considered: public enterprises, public law entities, non-profit entities, groups of natural or legal persons, associations or foundations (including federations, confederations, or unions thereof), professional associations, civil societies, joint ownerships, or any other type of economic unit or separate estate without legal personality.
