Support for the growth or consolidation of self-employed workers and Madrid-based micro-enterprises

Aid aimed at self-employed individuals and micro-enterprises to support business growth or consolidation processes through the partial funding of investments and expenses linked to the expansion of activity and the increase in average workforce

This aid scheme aims to promote the growth and consolidation of self-employed individuals and Madrid-based micro-enterprises, encouraging the expansion of their operations, the improvement of their competitiveness, and the increase of income and profits. It is aimed at businesses that already have some track record and want to undertake a structured business development project in the Community of Madrid.

Eligible projects must be set out in a business plan, which is the central pillar of the aid and must describe in detail the company’s growth or consolidation strategy. For the purposes of the call, this growth may take different forms, such as increased turnover, expansion of the customer base, diversification of products or services, geographical expansion, or improved internal efficiency. In any case, for the project to be eligible, it must necessarily involve an increase in average workforce.

Eligible actions include the hiring of new staff, extension or refurbishment works in establishments, the opening or relocation of premises, the acquisition of machinery, equipment, furniture, technological tools and software, as well as acquisition or merger transactions with other companies to expand the business. In the latter case, certain associated expenses may also be subsidised, such as feasibility studies, opportunity analyses, legal and tax advice, notary fees, or subsequent integration plans.

The aid covers 50% of the eligible investment, with a general limit of 140,000 euros per entity, extendable to 150,000 euros for companies carrying out their activity in municipalities with fewer than 20,000 inhabitants. In addition, it is framed within a project monitoring system, with assessment of compliance with the business plan and support through a collaborating entity, which may also provide guidance and mentoring.

The business plan must be implemented within a maximum period of 18 months. If the project has not started before the application is submitted, that period will be counted from the granting of the aid; if it has already started, it may include expenses incurred up to 12 months before the application, always within the eligible period provided for in the call. The grant is awarded under a direct award procedure, so applications that meet the requirements may be approved while funding remains available.

As key points, it should be noted that the business plan must be submitted in the format required by the call and may not be amended afterwards, that expenses must be properly justified, that recoverable VAT is not eligible, and that for certain amounts it will be necessary to obtain three supplier quotations. Likewise, the aid is subject to the de minimis regime and requires the company to maintain the requirements and comply with the established monitoring, justification and publicity obligations.
