The National Forum of Emerging Companies has published the document Deliverables 2025-2026, which brings together the work approved by the Plenary within the framework of its working groups and provides a structured overview of the state of the innovative entrepreneurial ecosystem in Spain, the implementation of the Startup Law, and the main challenges shaping its development.
The document highlights the evolution of the ecosystem in areas such as public policy, innovation, technology, digitalisation, equality, and the territorial dimension, while also reflecting the value of collaboration among public administrations, ecosystem stakeholders, sectoral entities, and specialised bodies in improving shared knowledge and the governance of innovative entrepreneurship.
Among the most relevant aspects, the deliverables analyse the continuous evaluation of the Startup Law, the functioning of instruments such as the certification of emerging companies, the evolution of the innovative ecosystem, the need to strengthen equality and inclusion, and the impact of new digital regulatory frameworks on startups and SMEs. Likewise, the document addresses the conditions affecting the participation of emerging companies in R&D&I projects, knowledge transfer, public-private collaboration, and the promotion of strategic areas such as the Deep Tech ecosystem.
At the territorial level, the report identifies the diversity of strategies, programmes, and support instruments deployed across the different regions, as well as the existence of good practices with replication potential.
